Are they fishing for fun or because they\u2019re hungry? How much do they interact with one another? And what\u2019s the effect of more and more of their fishing spots being placed off-limits?<\/p>\n<p>Two Eckerd College faculty members\u2014<a href=\"\/environmental-studies\/faculty\/boucquey\/\">No\u00eblle Boucquey, Ph.D.<\/a>, associate professor of environmental studies, and <a href=\"\/anthropology\/faculty\/fly\/\">Jessie Fly, Ph.D.<\/a>, assistant professor of anthropology\u2014began to seek answers several years ago. From 2018 to 2019 and again earlier this year, Boucquey and Fly and their team of about 24 Eckerd students and research assistants got more than 300 fishers from around Tampa Bay to fill out a survey about who they are, what they do and why.<\/p>\n<p>The team also used historical newspaper analysis, mining newspaper articles as far back as 1900.<\/p>\n<p>Their findings, in a research article titled \u201c<a href=\"https:\/\/www.thecommonsjournal.org\/articles\/10.5334\/ijc.1095\/\">Contested Commoning: Urban Fishing Spaces and Community Wellbeing<\/a>,\u201d were published last month in the <em>International Journal of the Commons<\/em>, which is described as \u201can interdisciplinary peer-reviewed open-access journal, dedicated to furthering the understanding of institutions for use and management of resources that are (or could be) enjoyed collectively.\u201d<\/p>\n<p>Admitted novice fishers, Fly and Boucquey\u2019s collaboration began as a happy accident. \u201cNo\u00eblle and I both studied fishing before we got to St. Petersburg, and both of us were independently interested and intrigued by fishers we saw along the sides of the road and on piers and bridges, and we wondered who they were and what their story was,\u201d Fly explains. \u201cBoth of us started having classes of ours doing a little research with fishers. I was chair of the <a href=\"\/irb\/\">Institutional Review Board<\/a>, and a proposal of No\u00eblle\u2019s came through in 2016 for her Fisheries Governance class. That\u2019s when we realized we were both having our classes do the same thing.\u201d<\/p>\n<p>Much of their research has to do with \u201ccommoning,\u201d a term Boucquey says \u201cgets at the process of people coming together for some kind of common activity\u2014in this case, fishing. What kind of relationships are necessary to create community, positive human-environment relationships? So No\u00eblle and I were really interested in seeing if that sort of thing is happening here on these bridges, piers and sides of roads.\u201d<\/span>[\/vc_column_text][\/vc_column][\/vc_row][vc_row type=&#8221;full_width_content&#8221; full_screen_row_position=&#8221;middle&#8221; column_margin=&#8221;default&#8221; column_direction=&#8221;default&#8221; column_direction_tablet=&#8221;default&#8221; column_direction_phone=&#8221;default&#8221; scene_position=&#8221;center&#8221; top_padding=&#8221;32&#8243; text_color=&#8221;dark&#8221; text_align=&#8221;left&#8221; row_border_radius=&#8221;none&#8221; row_border_radius_applies=&#8221;bg&#8221; overlay_strength=&#8221;0.3&#8243; gradient_direction=&#8221;left_to_right&#8221; shape_divider_position=&#8221;bottom&#8221; bg_image_animation=&#8221;none&#8221; shape_type=&#8221;&#8221;][vc_column column_padding=&#8221;padding-2-percent&#8221; column_padding_tablet=&#8221;inherit&#8221; column_padding_phone=&#8221;inherit&#8221; column_padding_position=&#8221;right&#8221; column_element_spacing=&#8221;default&#8221; background_color_opacity=&#8221;1&#8243; background_hover_color_opacity=&#8221;1&#8243; column_shadow=&#8221;none&#8221; column_border_radius=&#8221;none&#8221; column_link_target=&#8221;_self&#8221; gradient_direction=&#8221;left_to_right&#8221; overlay_strength=&#8221;0.3&#8243; width=&#8221;1\/1&#8243; tablet_width_inherit=&#8221;default&#8221; tablet_text_alignment=&#8221;default&#8221; phone_text_alignment=&#8221;default&#8221; bg_image_animation=&#8221;none&#8221; border_type=&#8221;simple&#8221; column_border_width=&#8221;none&#8221; column_border_style=&#8221;solid&#8221;][vc_column_text]It\u2019s fragmented, at best, Fly says. \u201cWhen we talk to the people on the piers and bridges, they\u2019re always kind of pointing their finger at some other group of people. \u2018Who is that not following the rules?\u2019 \u2018Who is that taking too many fish?\u2019 \u2018Who\u2019s making a mess?\u2019 They actually identify groups of people who are messy or say, \u2018They\u2019ll eat anything\u2019 or \u2018They don\u2019t speak English so they don\u2019t understand.\u2019\u201d<\/p>\n<p>The team\u2019s biggest area of concern is enclosure\u2014a steady shrinking of the areas accessible to public fishing. \u201cWe started seeing how bridges and piers that used to be open to fishing were being closed, and that included the Courtney Campbell Causeway, where they completely disallowed fishing around 2013 to 2014,\u201d Boucquey says. \u201cAnd there have been more local ordinances that banned fishing from the little bridges in the neighborhoods.\u201d<\/p>\n<p>Restricting access to fishing, the researchers say, could make it more difficult for some people to find enough to eat. \u201cWe had no idea to what extent people were relying on fishery resources,\u201d Boucquey says. \u201cWe had a question on our survey about food security, and we found about 20% of the folks we surveyed were food insecure. There are multiple reasons people go out fishing. The socializing, the fun, and that\u2019s all part of commoning. And then there are people who really need that fish protein that they\u2019re getting from fishing. My first thought was food security. And they say their research will continue.<\/p>\n<p>\u201cTheir work is amazing,\u201d says Caitlin Mongon, a senior <a href=\"\/anthropology\/\">anthropology<\/a> student from St. Augustine, Florida, who is a <a href=\"\/ford\/\">Ford Scholar<\/a>. Caitlin was invited to join the project by Fly, her mentor. Caitlin and her research partner interviewed more than 70 fishers last summer, mostly at the Sunshine Skyway and Fort De Soto fishing piers.<\/p>\n<p>That research led to her studying online fishing chat rooms and websites, where, she says, women who fish are often disparaged. \u201cBut it\u2019s totally different out on the pier,\u201d she says. \u201cThere, you don\u2019t have a screen to hide behind.\u201d<\/p>\n<p>\u201cWhen you\u2019re out there on a pier and hear these people\u2019s stories, you can learn so much,\u201d Caitlin adds. \u201cIt\u2019s a very valuable experience for an undergraduate.
