Types of benefits
Montgomery GI Bill® - Chapter 30 (MGIB-AD)
Pre 9/11 GI Bill for servicemembers with at least two years of active duty. Sun downed program but some benefit eligible servicemembers still have remaining benefits. Additional details about the Montgomery GI Bill ® can be found on the VA’s GI Bill® webpage.
Montgomery GI Bill® Selected Reserves - Chapter 1606 (MGIB-SR)
Tuition benefit program for members of the Selected Reserve, to include the National Guard. Additional details about the 1606 MGIB-SR benefit can be found on the VA’s MGIB-SR webpage.
Veteran Readiness and Employment - Chapter 31 (VRE)

Post 9/11 GI Bill® - Chapter 33/David Fry Scholarship
New GI Bill program for individuals with at least 90 days of aggregate service after September 10, 2001. Covers tuition and mandatory fees while providing a housing stipend (rate based on location) and books/supplies stipend. Yellow Ribbon Program - Chapter 33 Provision
VA Benefits Chapter 33 and Yellow Ribbon Eckerd College accepts VA educational benefits for eligible veterans or their dependents under the Chapter 33 (Post 9/11) GI Bill®. Chapter 33 tuition and fees benefits are up to $29,920.95. When the combined tuition and fees exceed this amount, eligible veterans or their dependents that enroll in Eckerd College and are eligible for 100% of the Chapter 33 benefits will receive additional funding through the Yellow Ribbon Program. The Eckerd College Yellow Ribbon Program provides fifty percent of the remaining tuition and fees. The VA Yellow Ribbon Grant matches this amount. With these funds, 100% of tuition and fees are paid through the combination of Chapter 33, Eckerd College Yellow Ribbon Grant and the VA Yellow Ribbon Matching Grant.
The Yellow Ribbon GI Education Enhancement Program became effective Aug. 1, 2009 as a supplement to the Post 9/11 Veterans Education Assistance Act of 2008. Eckerd has entered into an agreement with the U.S. Department of Veterans Affairs (VA) to fund full tuition and student fee expenses (excluding room, board and other charges) for all students who qualify for the VA’s new Yellow Ribbon Program. Students who are eligible for the Yellow Ribbon Program will receive a grant from Eckerd College which covers out-of-pocket tuition charges and student fees which are not covered by VA benefits or other state and federal financial gift aid programs. The institution’s portion of the Yellow Ribbon Grant will replace any previously awarded Eckerd College scholarship or grant.

Survivors’ and Dependents’ Education Assistance - Chapter 35 (DEA)
Education assistance program for eligible dependents of veterans (spouses and children) who are permanently and totally disabled from a service-connected disability, are missing in action (MIA), or capture (POW). Applying for veterans’ benefits
Transferring VA educational benefits
- To start the use of benefits, the service member who earned the benefits must apply to the VA to transfer the benefits to their eligible dependent. This is completed using the milConnect portal. Additional details can be found on the VA Education website.
- Once your benefit transfer is approved, the service member will receive a confirmation letter that identifies what benefits were transferred and to whom they now belong. The new dependent with transferred benefits will now complete the application to notify the VA that those benefits will be used.
Activating earned or transferred benefits
- Service members
Service members must notify the VA they are planning to activate and use their benefits. This is done by completing the application process online on the VA portal or by completing the paper VA 22-1990E and submitting it to the VA to receive their Certificate of Eligibility (COE). - Dependents
Dependents of service members apply to use their benefits after the transfer of benefits has been approved. This is done by completing the application process online on the VA portal or by completing the paper and submitting it to the VA to receive the Certificate of Eligibility (COE).

Using veterans’ benefits at Eckerd College
Previously-used benefit at a different institution
If you have used your benefits while attending a different institution, please submit a “Request for Change” form VA 22-1995. This can be completed online using the VA Portal.
Initial benefit certification
Upon completion of the VA review process, the student will receive a letter that includes their Certificate of Eligibility (COE). Please ensure you review your COE and maintain a copy for reference to understand what educational benefits you will be eligible to receive. Provide a copy of your COE to the Eckerd College School Certifying Official to initiate the certification process. Students can submit their COE via email to emailaddresshere@eckerd.edu.
Recertification each semester
After your initial certification, you will need to notify the SCO each semester that you plan to use your benefits to pay your education costs. The number of months available for benefits is limited and as such, you are not automatically re-certified each semester. You MUST notify the SCO that you wish to use your benefits. Failure to notify the SCO will result in your benefits not being certified, and you will not be eligible for any benefit related payment deferments.
